Biographie

Martial Foucault is Director of IRSEM. University Professor at Sciences Po Paris and Director of the CEVIPOF (CNRS, Sciences Po's political research center) between 2014 and 2024, his mission will be to work with IRSEM's teams to develop a scientific project based on an interdisciplinary approach, combining theoretical and applied research. His expertise will be used to strengthen the link between defense and strategic research, and to explore new areas of conflict.

Martial Foucault has carried out a number of expert missions for the French Ministry of Defense, the French Ministry of the Economy, the Agence Française du Développement, the Quebec Ministry of Public Finance, the Délégation Générale pour l'Armement, the Association pour les Maires de France and the European Commission.

In 2024, he co-authored a report submitted to the French Ministry of the Armed Forces and Veterans Affairs on the future Plan Mixité 2024 des Armées.D. in economics from the Université Paris 1 Panthéon-Sorbonne in 2004, he defended his thesis funded by the Délégation générale pour l'Armement and the CNRS on the financing of European defense (thesis awarded by the IHEDN and the Conseil Economique de la Défense in 2005). He then worked as a post-doctoral fellow at the European University Institute in Florence, affiliated with the Robert Schuman Center for Advanced Studies, before becoming Associate Professor in the Department of Political Science at the Université de Montréal between 2006 and 2013, and Director of the Centre of Excellence on the European Union (McGill University/University of Montreal). Between 2016 and 2019, he sat on the CNRS national committee for the humanities and social sciences, and since April 2021, he has been the director of the Overseas Chair at Sciences Po.

In 2017, he set up an unprecedented survey system based on a large panel of 25,000 French people, making it possible to track changes in the behaviors and attitudes of the same French people over time, a tool hosted by CEVIPOF.

In 2022, he was made a Knight of the National Order of Merit.

Since September 2024, Martial Foucault has been an auditor at the 77th national session of the IHEDN, majoring in “defense policy”.
