On September 13, the Institute for Strategic Research (IRSEM) and the College of International Security Affairs (CISA) at the National Defense University, at Washington DC, signed a letter of intent. This agreement aims at strengthening the already existing cooperation between the two institutes by establishing academic and scientific ties in areas of common interest through publications, events, and the exchange of researchers. 

In addition to contributing to strategic research, CISA's mission is to educate and prepare civilian and military national security professionals and future leaders of the United States and partner countries for the strategic challenges of the contemporary security environment.
