Founded in 2009, the IRSEM is an external organisation of the Direction Générale des Relations Internationales et de la stratégie (DGRIS) of the Ministry of the Armed Forces.
It is made up of about forty civilian and military staff, the majority of whom are researchers holding a doctorate. Its objective is to strengthen French research on defence and security.
In parallel to the running of internal (for the benefit of the Ministry) and external (for the scientific community) research, the IRSEM supports the emergence of a new generation of researchers (the "strategic takeover") by supervising the doctorate students in a monthly seminar and by financing the post-doctoral contracts.
The researchers of the institute also contribute to higher military training and, through their publications, their participation in conferences and their presence in the media, in public debates on topics of defence and security. The research team is made up of 5 specialist domains: armament and economy of defence, defence and society, strategic thinking, regional topics: the North, regional topics: the South.
